The idea of establishing the YuSU-based Centre of Environmental Dynamics and Global Climate Change and International Field Station was widely supported by the academic community around the world, in particular by Ramsar Convention Secretariat for Europe (Switzerland), the Northern Forum, the Circumpolar Universities Association, Institute for Environment and Sustainability of the European Commission Joint Research Centre (Ispra, Italy), Utrecht University (the Netherlands), Kuopio University (Finland),University of Greifswald (Germany) and Max Planck Institute for Biogeochemistry (Germany).
The need to create a UNESCO Chair in Yugra was reflected in the decisions ensuing from the Council of Europe conference "International and Foreign Economic Relations of Subjects of the Russian Federation" which was held in Khanty-Mansiysk on April 6 and 7, 2005 under the chairmanship of Alexander Filipenko.
