YuSU has a testing center for foreign citizens

Since the beginning of 2025, the Testing Center for Foreign Citizens has been functioning on the basis of Yugra State University, which provides a unique opportunity for foreign citizens to pass a complex examination in Russian language, Russian history and the basics of Russian legislation.

This center has become an important step in the implementation of Federal Law No. 74 of April 20, 2014, which requires foreign citizens to confirm their knowledge in order to obtain a work permit, patent, temporary residence or residence permit.

According to the new requirements, from January 1, 2023, all foreign citizens wishing to legalize in Russia must confirm their knowledge of the above subjects. Successful passing of the exam allows you to receive a certificate with a validity period of five years. This indicates that foreigners have the necessary knowledge to adapt to Russian society and comply with the law.

The exam is conducted using control measurement materials that have been developed on the basis of unified requirements for the minimum level of knowledge. The tasks are standardized and differentiated by level of difficulty depending on the purpose of obtaining a certificate. This ensures high standards of testing and guarantees the objectivity of the results.

Irina Kovaleva, Director of the Center for Testing of Foreign Citizens noted that the Federal Service for Supervision of Education and Science annually publishes information on the structure and content of control measurement materials, which makes the process of preparation for the exam more transparent and accessible.

Today about 500 people have already been tested at the center. Among them are citizens of Uzbekistan, Tajikistan, Azerbaijan and other countries.

Elena Frolova, a senior lecturer at the YuSU Higher School of Law and a tester at the Center, emphasized the importance of this step for the region: "In my opinion, such a step will provide our region with the necessary labor resources, contributing to its economic growth. It gives foreign citizens an opportunity to develop together with Russia and to become citizens of our country in the future".
